I have a bit of a problem. I downloaded QBASIC, but now I can't run it. I tried typing in "QBASIC" but I don't know where to type it in. Am I just stupid? Could someone please help this poor, pitiful soul?

No, you're not stupid, probably just not used to running DOS programs.
First of all, you should put the QBasic files in their own subdirectory, mine is just in C:\QBasic.
When you open the DOS command window it'll probably open in C:\Windows. What you need to do is change the directory to the one where you put QBasic. In my case it would be CD \QBasic. Once there just type QBasic and it should start.
I've also got a shortcut on my Start menu to it. To do this use Windows Explorer to get to your QBasic subdirectory. Right click on the file QBasic.exe, then select "Create shortcut". Move the shortcut onto your start menu or desktop. You should now be able to start QBasic by clicking on the icon.
